That said, while fault is fairly well spread, the penalty/penance/cost of the failed loan lies disproportionately on the consumer.  The banker and the real estate agent who got the commission for selling such a huge loan not only don&#039;t get penalized, they get to keep the commissions.  The banks pass the failures off to the insurance companies or repackage the mortgages as &quot;credit default swaps&quot; and pass the risk off to someone else.  The banks as corporations lose money on paper; the bankers say &quot;Tut tut, dear me, isn&#039;t that too bad,&quot; and drive off to their three-martini lunch.

Yes, the consumers should have been more aware.  But the system has &quot;Oversell!&quot; incentives at every level, and there are hustlers in every trade.  If you don&#039;t fix the system, punishing the consumers will do nothing.</description>
